These 13.6 billion cement bags, of which paper and plastic bags account for about 50% each, require 2.4 million tons of packaging paper (equivalent to 11.22 million cubic meters of high-quality wood), 153 tons of oil, 30000 tons of concentration during operation, 2.65 million tons of coal, 2.4 billion kilowatt hours of electricity, 750000 tons of caustic soda, 510 million tons of water resources, and 30.6 million tons of cement are lost due to broken bags, moisture and deterioration. At the same time, 2.86 million tons more dust is emitted than sealed bulk cement in the process of delivery, transportation, storage and use
as users (including units and individuals, the same below) purchase and use cement, cement bags become their burden and burden. The real users of a large number of cement bags are manufacturers of bagged cement. The State Council once instructed in GF [2005] No. 21 document: To study the policies and measures to prohibit the excessive packaging of "moon cakes", not to mention the waste of cement bags dozens or hundreds of times more than the packaging of "moon cakes". Referring to the relevant provisions of the laws and regulations of developed countries on the development of circular economy, namely "producer accountability or product responsibility system", cement manufacturing enterprises "must undertake the moral and economic responsibility of" reducing the production of waste materials in manufacturing and use, and ensuring the environmentally acceptable reuse and removal of the formed waste materials after their use (the provisions of the German circular economy and waste law on products) ", to put it bluntly, Cement manufacturers should be forced to produce and supply bulk cement as much as possible by imposing tax surcharges or government funds on bagged cement, and the potential bulk cement market should be transformed into a real market through efforts focusing on the "source". This is the same mechanism as charging pollutant discharge fees to enterprises or units that discharge pollutants. about 40% of China's cement is sold in rural areas. According to the national conditions, it is obviously unreasonable to levy special funds for the development of bulk cement from the majority of users. The state collects a certain amount of resource consumption tax (or tax surcharge) or government funds from the bagged cement produced by cement manufacturing enterprises (one is the high rate of collection, the other is the low cost of collection) to subsidize and encourage the production and use of bulk cement, for the scientific research and development, promotion and application of new technology and equipment, for publicity and education, especially for the development of rural bulk cement market, Allow farmers to use bulk cement that is of high quality, low price, accurate quantity and square, which is related to the cutting method and rolling direction of samples, so as to reflect the policy of the CPC Central Committee and the State Council on "industry nurtures agriculture and cities support rural areas". If, after several years of efforts, the national cement bulk rate reaches the average level of 90% in developed countries, the country, the nation, the world and future generations are fortunate, which is a great contribution of China's cement industry to the world and mankind, because the waste and harm caused by the production and use of cement bags are not only China's but also the world's! It is not an unattainable thing to use less or basically no cement bags. Why don't the Chinese try to do the good things that developed countries have done more than 30 years ago? Not as soon as possible? The most realistic work for the cement industry to develop circular economy, improve the quality and efficiency of economic growth, and adhere to the basic national policies of resource conservation and environmental protection should be to promote bulk cement as soon as possible
